India-Wiesbaden Conference 2018 on Securing Global Supply Chains through Government-Industry Partnerships towards Effective Implementation of UNSC Resolution 1540' to be held in New Delhi on April 16-17' 2018 in collaboration with Ministry of External Affairs' India UNODA and Government of Germany

India-Wiesbaden Conference 2018  in collaboration with the United Nations Office for Disarmament Affairs and Government of Germany.

The UN Security Council Resolution 1540 (2004) establishes legally binding obligations on all States to adopt and enforce appropriate and effective measures to prevent the proliferation to non-State actors of nuclear, chemical, and biological weapons and their delivery systems. It requires States to implement appropriate and effective measures, preventing non-state actors, such as terrorists, from obtaining access to weapons of mass destruction (WMD).

In this regard, industry is an important stakeholder and partner to governments in combating the proliferation of WMD, as they produce and deal with so called dual use materials that could be used for proliferation purposes. Therefore, to ensure an effective partnership between States and industry, the Wiesbaden Process, an initiative of the Government of Germany, focuses on private sector engagement in the specific context of United Nations Security Council Resolution (UNSCR) 1540 (2004). During 2012-2017, five global Wiesbaden conferences have been held, focussing on different areas of the resolution such as biosecurity, compliance management, lessons learnt and new developments.  

In continuation of this process, the Ministry of External Affairs of India, in association with the United Nations Office for Disarmament Affairs (UNODA) and the Government of Germany is hosting the India-Wiesbaden Conference 2018 titled ‘Securing Global Supply Chains through Government-Industry Partnerships towards Effective Implementation of UNSC Resolution 1540’.

The aim of this conference is to adapt the Wiesbaden Process to specificities of the region while being mindful of the global inter-dependencies. The conference will be held at the Federation of Indian Chambers of Commerce and Industry (FICCI), New Delhi on April 16-17, 2018.

In addition to experts from UNODA and the 1540 Committee, the following countries have been requested to nominate one government official and one industry representative for the conference: Afghanistan, Algeria, Australia, Bahrain, Bangladesh, Bhutan, China, EU, France, Germany, Indonesia, Israel, Japan, Jordan, Kuwait, Malaysia, Maldives, Mauritius, Mexico, Myanmar, Nepal, Oman, Pakistan, Philippines, Qatar, Republic of Korea, Russia, Saudi Arabia, Singapore, Spain, Seychelles, Sri Lanka, Thailand, Turkey, UAE, UK, USA and Vietnam.
